Please pay particular attention to the date this letter was dated. Note! The reason for borrowing this money is to enable the Minister of Information (Lai Mohammed) perform an official assignment they have already performed week(s) back. 

Again also note that the Ministry is part of the delegation among other Ministries who went to China with the President (Mohammed Buhari), of which the expenses for the whole duration (allowances, feeding, accommodation etc) had already been catered for by the Executive budget for the travel. The question sane mind should ask is..., why borrowing another money, and why borrowing for a journey already performed!!!

Note again, a whole Information Ministry in a corrupt Nigeria of 170 000 000 people do not even have a meagre 13 Million plus Naira in its treasury!
